Inspection and Certification: Assigned Certifier
All construction non-domestic and domestic projects require the appointment of an Assigned Certifier prior to lodging a commencement notice to your local building control authority except where the S.I. 9 opt-out has been selected. Click Here for details of the implications of opting out.
As your Assigned Certifier we would be responsible for ensuring that your project complies with the Building Regulations and the Building Control Regulations. The assigned certifier also coordinates the work of other certifiers, such as engineers, surveyors and contractors, and prepares and submits the required documentation to the Building Control Authority. The assigned certifier is appointed by the owner or developer of the project and must be a registered architect, chartered engineer or chartered building surveyor.
What are the duties of the Assigned Certifier?
- Coordinating the preparation of the preliminary inspection plan and the inspection notification framework for the project.
- Coordinating the input of other professionals, such as architects, engineers, surveyors, etc., who are involved in the design and construction of the project.
- Inspecting or arranging for the inspection of the works at key stages and at completion.
- Keeping records of all inspections, tests, certificates, and other relevant documents.
- Signing and submitting the Certificate of Compliance on Completion to the Building Control Authority (BCA) along with all supporting documentation.
- Liaising with the BCA and responding to any queries or requests for additional information.
What are the benefits of employing an Assigned Certifier?

ASSIGNED DESIGNER
As your Design Certifier we will sign the Design Certificate that is lodged with the Commencement Notice and ensure that any necessary Ancillary Certificates from members of the design team are scheduled and lodged as necessary and appropriate.
We would also be responsible for co-ordinating and compiling and scheduling of the plans, calculations, specifications and particulars that are to be included on the schedule to be lodged at commencement and to which the Design Certificate relates.
As Design Certifier, in compiling the plans and documentation and in preparing the Design Certificate we will review the scope of requirements of the Building Regulations that apply to the building work concerned.
S.I. 9 Opt Out
In opting out of the requirements for statutory certification of S.I. 9 of 2014, you are making the decision to not have a Design Certifier certify the design of the building, and you are making the decision to not have an Assigned Certifier inspect and oversee the works. In addition, you will not be able to register a Certificate of Compliance on Completion with your Local Authority.
